Soviet Foreign Ministry wrote:To whom it may concern,

The Soviet Union is always in search of like-minded friends and allies. Tito's revolution was viewed by the Stalinist cult as wrongful and counter-revolutionary - the current Kapralov government does not see this. As we are sure your government has taken note of events both at home and abroad, the Soviet Union is in a severely weakened state. Multiple republics have broken off from the Motherland, and we will reunite those Republics when it is time, but until then we must seek friends against those who threaten us most. The Supreme Soviet has authorized a meeting between our nations, and we can meet either in Moscow or Beograd, whichever is most convenient. Head of Government Dmitri Tsedilits will make himself available for any meeting date.

"To my comrades in the Union of Soviet Socialist Republics,

Whatever you may think of your southern-most Slavic brethren in these lands, know that the Kingdom despite it's Monarchial and Socialistic structure that might mystify or outright draw blank stares in confusion; we are still the same people of Yugoslavia, the very same ones that pushed and won back our country from those who sought to divide us, from those who sought to conquer us. Europe stands on a precipice as it stands empty, the governments of old fallen to the way side even as nations desperately try to claw their way back into the world stage at the end of the disastrous war.

With this grave matter raised, I humbly invite you to Beograd, specifically to Beli Dvor to establish a dialogue between the Kingdom and the Union.

I sincerely hope that good relations and tidings flourish between our two great countries in spite of our slight differences."

As Colonel-General would enter the building designated as the Soviet Union's embassy fully, they would notice artwork from famous Soviet artists with various national paraphernalia from the Soviet Union such as miniature flags and iconography associated with the Union dotting the inside of the building here and there. In the main room sat the Kralj patiently with two Councilors. Gor Cižek, the man responsible for the Foreign Affairs of the Kingdom, and Josip Broz Tito, the man heralded as the bulwark of the Kingdom despite his age.

The trio rose to their feet as the Colonel-General finally entered the room, a polite smile breaking through the Kralj's face as he gave the his fellow comrade a bow as was customary before extending his hand towards the man. "It is a pleasure to meet you, Colonel-General. If you have need of anything, feel free to request it," he said, taking his seat along with his two comrade-in-arms after any possible request from his fellow.

"Now, pleasantries aside. What can the Kingdom and the Union begin in establishing their mutual dialogue?" he asked leadingly at the General Secretary, slightly arcing his eyebrow as he waited for the answer.

"Comrades," Tsedilits said as he took his seat, silently admiring the decoration of the embassy, "First, please let me apologize for the actions of Stalin and his cult. I do not know if this ever reached Yugoslavian government halls, but there were several disturbing reports that laid out Comrade Stalin's intent to disavow the progress Comrade Tito has made in Yugoslavian politics. I must reassure you first and foremost that Comrade Kapralov has no intention of implementing or further continuing this policy. Any who seriously suggest it will be removed from government immediately."

"As far as what to establish, it is no secret that we in Moscow have a very hostile Tsar to our south, and breakaway nations to our west I understand that Yugoslavia is both Socialist and hosts a monarch; Moscow...is somewhat surprised, but so long as we both strive to advance and protect the people and workers of our respective nations, Moscow sees no issue. The same I feel cannot be said for the Tsar and the former Balts. Each has claimed land illegally from now only Mother Russia, but from former Soviet republics. What I hope to see from our nations, apart from economic agreements, is to see increased cooperation from our nations to counter these reactionaries and occupiers. To Moscow, the threat these nations pose is as great, if not greater, than the one the Nazis posed."
