By order of General Secretary Boris Kapralov and Chairman of High Command Mikhail Tuchachevsky, all Soviet infantry divisions will be equipped with ZiL-151 trucks for ease of movement, and will henceforth be referred to as Motor Rifle divisions. Infantry units designated as Guards will be Guards Motor Rifle divisions. At the moment, there are ten Guards Motor Rifles divisions in service with the Soviet Union, with at least two in each military district. Additionally, the recreation of the Airborne Troops has been authorized, using veterans from the Great Patriotic War as trainers and front-line soldiers. As reprehensible as their ideology may have been, secret calls have been made to surviving German airborne infantry troops to assist in training and help in developing new tactics for the Soviet Union. The Airborne Troops (hereafter referred to as Воздушно-десантные войска, or VDV) will be trained in all methods of infantry combat and most importantly will number at least three to five divisions. In line with changes elsewhere, the Border Guards have also been established, a volunteer citizen-workers group who are not technically equipped for combat, but will have training to enter combat with established militaries if necessary. These border guards will use surplus weapons from the Great Patriotic War and are tasked with protecting the people and property of the Soviet Union from illegal trespassers, saboteurs, counter-revolutionaries and enemies of the state. They will be posted at all borders, airports, seaports and government buildings, and have a secondary role on borders and ports as reconnaissance troops.

The Southern Front, under the command of Colonel-General Vladimir Fyodorov Pavlov, has begun training and exercises in preparation for Operation Mars. The details of this operation have not been told to anyone outside of Stavka aside from Colonel-General Fyodorov Pavlov, who has been fully briefed on the expectations of his Front in the planned operation. To aid in surprise upon the launching of said offensive, Stavka has taken steps in line with the doctrine of maskirovka. These include, but are not limited to sending false orders or orders with false dates to lower officers, dummy troop concentrations, fake artillery detachments, and heavily camouflaged armor and artillery units where possible. It is expected that any spies or saboteurs in the Soviet Union will not be able to tell the difference between the real and fake involved in the maskirovka involved on this front.

Forces assigned to the Western Front, under the command of Colonel-General Akim Ilyivich Pasternak, have begun exercises to increase readiness and prepare for possible operations. Like with the preparations for Operation Mars, only senior commanders has knowledge of actual orders which include Colonel-General Ilyivich Pasternak and his staff. Junior officers have been given false orders and fake dates, along with dummies, camouflaged armor and artillery where possible. For now, no serious consideration has been given to ordering the offensive into action, but careful defensive preparations are being made in line with the deep battle concept in order to prevent a surprise attack. In addition, the 1st Combined Arms Army, assigned to the Northern Front, has also been ordered on exercises and its commander has orders to act in reserve for the Western Front if necessary in case of attack.

Though many had been assigned to improving the Union's roads and rails, relics dating from before the Great Patriotic War, a number of former military personnel and active-duty Red Army engineers have been tasked with building a collection of new airbases across the nation, making up for those lost from breakaway states and the sudden dissolution of the Union. Each air base has its own complement of anti-air guns for self-defense, mostly of 25mm M1940, 57mm S-60 and 85mm M1939 guns, all in permanent installations which cannot simply be towed out or moved easily. With all of these calibers combined, air bases should be able to counter any aerial threat to them without relying on the Red Army Air Defense Corps.
